General Cannabis Information
In 2023, the State of Minnesota legalized recreational cannabis and enacted a variety of laws regarding use, possession, retail sales, cultivation, and local government control. On this page you will find information about the City's regulations pertaining to cannabis businesses, registration, zoning, and use within the City.
Local Registration of Retail Businesses
The City has no limit on the number of retail cannabis businesses.
Annual registration with the City is required. Initial registration fee is $500.00 and each annual renewal registration fee is $1,000.00. The registration application form can be found below under "Forms and Information". An applicant must have a valid license or license preapproval from the Minnesota Office of Cannabis Management and a conditional use permit issued by the City prior to submitting a registration application. Additional submittal requirements are found on the registration form.
Cannabis Zoning Information
Cannabis businesses are permitted by conditional use permit only in select zoning districts. Retail businesses are permitted by CUP in the B-2, B-3, B-4, and M-1 districts. For other business types please consult City Code Chapter 155, Appendix E: Table (pdf available below).

Buffer restrictions are as follows:
200 feet from schools and attractions within public parks regularly used by minor including playgrounds and athletic fields. Distance is measured property line to property line. There is no buffer restrictions from daycares, residential treatment facilities, or other cannabis businesses.

Please note, the information above does not constitute all zoning requirements applicable to cannabis businesses or properties in general. Interested parties should be in contact with the City Staff as you explore available properties.
General Process Information - New Retail Business

Secure a license or preapproved status with the Minnesota Office of Cannabis Management.

Secure a property - you should be in contact with City Staff at this stage.

Verify zoning, zoning requirements, and any building code requirements applicable to the site.

Begin conditional use process, if property zoning allows for it. This requires Planning Commission and City Council approval along with a public hearing. Refer to the Planning and Zoning page on this site for additional information, requirements, application form, and fees. This step may take 1-2 months.

After conditional use permit approval, the City will conduct a preliminary compliance check.

Submit the City's registration form and fee. Registration must be approved by City Council.
Lower-Potency Hemp Edibles
The City will provide updates here as the Office of Cannabis Management works through changes to licensing of lower-potency hemp edible retailers.
